Dog-Friendly Beaches Near Wilmington, NC

5 min read

Dog park

Bringing the dog to the beach around Wilmington is easy once you know one date: April 1. From then through September 30, the beach towns tighten their rules. The rest of the year, most of the coast is open to leashed dogs.

These rules were checked against official town and state pages in September 2026. Towns update ordinances (Wrightsville Beach has been debating a change), so check the town's page before you go.

The rules at a glance

October 1 to March 31 (off-season)

  • Wrightsville Beach: leashed dogs allowed on the beach
  • Carolina Beach: leashed dogs allowed at all hours
  • Kure Beach: leashed dogs allowed at all hours
  • Freeman Park: off-leash allowed if your dog stays under voice command and you stay nearby
  • Fort Fisher State Recreation Area: leashed dogs allowed, but not on the swim beach

April 1 to September 30 (season)

  • Wrightsville Beach: no dogs on the beach at all
  • Carolina Beach: leashed dogs before 9 a.m. and after 5 p.m. only
  • Kure Beach: leashed dogs before 9 a.m. and after 5 p.m. only
  • Freeman Park: leashed dogs allowed
  • Fort Fisher State Recreation Area: leashed dogs allowed, but not on the swim beach

Wrightsville Beach

Leashed dogs can go on public property in Wrightsville all year, except on the beach from April 1 through September 30. Dogs over four months old need a collar or harness with a current rabies tag and, where required, a town license tag.

Fines are steep: $500 for leaving waste behind and $250 for a first offense of other pet rules.

In summer, the ban covers the sand only. Leashed dogs are still allowed on the town's other public property, like the sidewalks along the Loop.

Carolina Beach

  • April 1 to September 30: dogs on the beach only before 9 a.m. and after 5 p.m.
  • October 1 to March 31: dogs allowed at all hours
  • Leashed at all times on the beach
  • Never in the Boardwalk Business District. That covers sidewalks, walkways and public property east of Canal Drive, from the north side of Harper Avenue up to and including Cape Fear Boulevard.
  • Carry a bag or container for waste at all times, and be ready to show it if asked. Violations cost $100.

Carolina Beach State Park allows dogs on a leash of 6 feet or shorter. Dogs aren't allowed inside buildings or camper cabins.

Freeman Park

Freeman Park, at the north end of Canal Drive in Carolina Beach, is the most relaxed option for dogs:

  • April 1 to September 30: leashed
  • October 1 to March 31: off-leash allowed, as long as your dog stays under voice command and you stay close
  • Carry at least two waste bags or containers

The catch is getting in. Vehicle access is four-wheel drive only (no all-wheel drive), with a daily pass of $50 from April through September and $30 from October through March. Overnight camping is suspended until further notice because of erosion, and the town may close the park when the beach is crowded or during very high tides.

Kure Beach

  • April 1 to September 30: no dogs on the beach from 9 a.m. to 5 p.m. Early mornings and evenings are fine.
  • October 1 to March 31: leashed dogs allowed anytime
  • Leash or restraint can be up to 15 feet long
  • Pick up waste immediately, and carry a bag or other pickup tool

Kure Beach is quieter than its neighbors, which suits nervous or older dogs. For the humans in the group, the Kure Beach Pier is the oldest fishing pier on the Atlantic coast, dating to 1923.

Fort Fisher State Recreation Area

Fort Fisher allows dogs year-round, but they must be on an attended leash of no longer than 6 feet at all times, and they aren't allowed on the swim beach or inside buildings. The address is 1000 Loggerhead Road, Kure Beach, and day use is free.

When the beach is off-limits

In summer, when midday beach access is closed to dogs, Wilmington's off-leash dog parks are the fallback. Empie Park in midtown, at 3405 Park Avenue, has separate areas for big and small dogs.

What to bring

  • Waste bags. Two towns require you to carry them, and Wrightsville fines $500 for leaving waste behind.
  • A leash of 6 feet or shorter if you're going to a state park
  • Fresh water and a bowl, since seawater can make dogs sick
  • A towel and a jug of water to rinse off salt and sand
  • A current rabies tag
